As far back as  2013, the European Union  set the gold standard with a comprehensive ban on animal testing for cosmetics, making it a beacon for cruelty-free regulations.
Across the pond, the United States are charting their own courses, with a patchwork of state laws and guidelines that often leave consumers scratching their heads. It is not required by the FDA to have to test on animals, however some still choose to. As of 2021, 11 states had laws banning cosmetics tested on animals  In 2023, Canada also banned their sale -  across the country. 

Meanwhile, India and Brazil are also stepping up their game. India has banned animal testing for cosmetics, while Brazil, home to some of the largest cosmetic manufacturers, is making strides toward more humane practices, reflecting a significant shift in market demand.

Yet, amid these advancements, the landscape becomes murky when we turn our attention to China, where animal testing remains a requirement for cosmetics sold domestically, creating a complex dilemma for brands that want to be cruelty-free but also thrive in one of the world’s largest markets.

 June 30, 2014: Domestic manufacturers of non-special-use cosmetics can now opt for risk assessments using safety data, effectively sidestepping the dreaded animal testing for new products. In 2021, China again amended its regulations making it possible for some companies to import ordinary cosmetics into the country without the need for animal testing. This is a step in the right direction, but don’t get too excited just yet.

The Catch: These changes do not apply to imported cosmetics or special-use products like sunscreens and hair dyes. And the post-market testing requirement? That still looms large. It’s like being offered a slice of cake, only to find out it’s made with a dash of regret.
